Which telecommunications MS programs are best?

I'm engineering graduate in electronics and telecommunications, looking for doing MS within proper budget and preferably in telecommunications. Will you please help me decide which colleges to target while I take my GRE?

You would have to pursue an MS in electrical engineering and specialize in communications. Just a linguistic issue: Telecommunications typically refers to telephony and radio communications.
