Quebecers came within a fraction of a percentage point in approving "sovereignty" for Quebec in a referendum held in 1996. The prospect of a separate Quebec has been looming for years. This uncertainty of the status of Quebec poses high investor risks, and thus impacts the economic well-being of Canada. Will Canada and Quebec ever be able to resolve the issue of Quebec's "sovereignty" anytime soon? And, what is the right resolution anyway?
